Filmed during the Kosovo crisis, this documentary follows the work of Canadian Louise Arbour, who was then the Chief Prosecutor at the International War Crimes Tribunal for the Former Yugoslavia. Tribunal investigators amass evidence of massacres and the deportation of Kosovar Albanians. Then Louise Arbour makes history by indicting Slobodan Milosevic. It is the first time a sitting head of state has been charged for crimes against humanity.
